Users will now need to login using their Service Victoria account to sign into the VGCCC portal. This update makes logging in safer and consistent with other Victoria Government services.
What does this mean for you?
When you click on ‘VGCCC Portal Login’, a Services Vic authentication page will appear.
This is a new step added to meet government standards.
After you log in through the Services Vic authentication page, your VGCCC portal will open as usual.
To login and access your account successfully, the email address used for your Service Victoria account must match the one registered with VGCCC.
If you’re a Venue Operator, you can keep using the same email you currently use for the Venue Operator License (VOL) portal to login into the new VGCCC Portal. There are no changes to the VOL Portal at this stage.
What should you do?
If you are unsure about how to proceed, see the below scenarios to help you figure out the right steps for your situation.
Scenario 1:You already have a VGCCC account registered with a personal or work email (e.g. name@gmail.com or name@company.com).
If you already have a Service Victoria account using the same email address, you can log in to the VGCCC Portal using your Service Victoria password.
If you don’t have a Service Victoria account yet, please create one using the same email linked to your VGCCC account. This ensures your accounts are correctly linked. Once your accounts are linked, you’ll be able to access the VGCCC portal without any issues.
To access the VGCCC Portal, you must first create a Service Victoria account using the same email address you plan to use for VGCCC Portal registration.
Once your Service Victoria account is set up, you can log in to the VGCCC Portal using those login details.
Scenario 3: You have a VGCCC account, but there is no email linked to it.
You won’t be able to log in to the VGCCC Portal until an email is added to your account.

Once your email is added, you’ll be able to access the portal.
Scenario 4: You’ve successfully logged in, but your licence is not visible.
If you’ve successfully logged in but can’t see your licence, your Service Victoria login may not be linked to the correct VGCCC account. Please contact VGCCC Support:
Our team will assist in linking your login to the correct account. Once everything is aligned, your licence will appear.
Which services are available on the VGCCC Portal?
VGCCC is upgrading its systems in stages.
This means the transition to the new VGCCC portal will happen gradually. Some application processes will continue to operate through existing systems until early next year, while others will move to the new portal sooner.
Current systems will remain active until they are replaced in future upgrade phases.
Once you log in into the new portal, you will be able to access the following applications:
Venue Operator Licence
Bookmaker Registration
Bookmaker Key Employee Licence
Gaming Industry Employee Licence
Nominee, Associated Individual, and Associated Entity for Venue Operators and Bookmakers.
For these applications, users can perform the following functions on the portal:
Submit application for a new /renewal of a licence
Submit Licence Withdrawal
Submit surrender Application
Request Licence condition Modification
Submit Profile Change Application
Submit Licence Replacement Application
File Licence Refusal Appeal
File Licence Condition Appeal
Associate Status Update
Non-Associate Status Update
Nominee application
Associate application.

Lucky envelope applications

The below functions will remain accessible via the current venue operator portal with the access details issued to you by the VGCCC:

Electronic Gaming Machine – Type, Game, Equipment and Rule approval
