Establish a structured “Research to Action” model that embeds gambling harm research into regulatory decision-making.

Embed community and lived experience insights (focused on high‑harm populations) into our Research to Action model to drive prioritisation and regulatory design.

Deliver targeted harm prevention campaigns and initiatives where gambling harm is greatest, focusing effort on priority cohorts, communities and environments and measuring impact.

Improve community awareness of gambling harm, our regulatory priorities and available support through more effective public-facing communication.

Review and uplift gambling system standards, prioritising areas of highest harm and regulatory leverage, to improve consistency, system integrity and harm minimisation outcomes across regulated settings.

Complete the implementation of recommendations from the VGCCC Bingo strategic inquiry.

Publish an updated Compliance and Enforcement Framework, including our AML regulatory approach and consequence management framework, to provide greater clarity, transparency and consistency in how we regulate.

Deliver targeted industry engagement (e.g. accords, roundtables, place-based forums) to reinforce expectations, uphold social licence, and identify emerging issues.

Recognise and encourage good compliance practices across industry while maintaining clear regulatory expectations, accountability and proportionate regulatory responses.

Coordinate VGCCC’s role in the transition to a new Monitoring and Pre‑commitment licence through a dedicated Steering Committee, delivering continuity of operations and regulatory assurance.

Progress casino reforms, including mandatory carded play on table games, to enhance visibility of player behaviour & support harm minimisation, delivering more effective, data‑driven regulatory outcomes.

Oversee and assess Crown Melbourne’s implementation of its Transformation Plan to provide assurance that reforms are embedded, effective and delivering intended outcomes.

Year 1 - benchmark Crown against national and international casinos to inform regulatory oversight, delivering evidence-based insights for the 7th investigation.

Strengthen engagement with state, national and international regulators to align priorities, clarify regulatory boundaries and amplify VGCCC’s influence on shared issues.

Apply lessons from online keno data acquisition to require baseline harm minimisation reporting from all major licensees, closing insight gaps and improving visibility of player risk and regulatory effectiveness.​

Mature our regulatory decision-making model & uplift our core regulatory processes to clarify roles, hand-offs, dependencies & opportunities to improve efficiency and quality of how work gets done.
