Our technical standards help evaluate:

  • gaming equipment, and
  • systems for operation in Victoria.

The gaming equipment and systems are tested by accredited testing facilities, before recommending them for our approval.

On 17 December 2025, the Commission amended both the Australian/New Zealand Gaming Machine National Standard (the Standard) and the Victorian Appendix.

Revision 12.1 of the Standard and the Victorian Appendix 2025 come into effect on 1 August 2026.

Until 1 August 2026:

Submit applications for new gaming machine types and games under:

  • The Standard revisions 11.1 or 12.1
  • and either the 2020 or 2025 versions of the Victorian Appendix.

From 1 August 2026:

Submit all applications to the VGCCC in compliance with the requirements of:

  • The Standard revision 12.1
  • and the 2025 Victorian Appendix.

The amendments focus on increasing consumer protection requirements.

They provide improved consumer protections including:

  • Prohibiting losses disguised as wins:

    Preventing celebratory sounds or visuals when a player loses money on a spin, even if a partial return is shown (e.g. betting $1 and receiving $0.50).

  • Prohibiting the display of previous game results, bonus or jackpot outcomes:

    Challenging the belief that a “win is due.” This is a common misperception in gambling.

  • Defining ‘near misses’ and prohibiting programmable near misses being part of game design:

    Where intentional game programming makes it appear that a win was close. This can lead to players believing a win will occur soon.

  • Removing qualifying bet requirement to win top or jackpot prizes:

    Where a player must place bets on a minimum number of lines to be eligible for the top prize. This encourages players to place higher bets.

Changes to the Victorian Appendix include reducing the cash load-up limit for EGMs to $100, down from $1,000. This change was announced by the Victorian Government on 16 July 2023 and implemented on 1 December 2025.

Monitoring system standards

The Victorian Central Monitoring and Control System Requirements Document is the standard for the monitoring system, in accordance with section 10.1.5A (2)(a) of the Gambling Regulation Act 2003.

Cashless gaming systems

The technical standard in Victoria for cashless gaming systems is the Ticket-In Ticket-Out (TITO) and Card Based Cashless (CBC) Gaming in Gaming Venues Technical Standards Version 1.0.

This is in line with section 10.1.5B of the Gambling Regulation Act 2003.

Electronic machine live trials

Our Electronic Gaming Machine Live Trial Framework Document supports the trialled introduction of new machine types and games. This is to ensure they don't cause harm for users.

The framework provides key conditions that may be applicable to the live trial, including:

  • operational conditions showing (minimum) requirements for the trial to provide a useful outcome. This includes:
    • the length of the trial period
    • trial location (to ensure exposure across the state and within trial venues), and
    • the importance of general player observation when they're engaging with the trial game.

  • quantitative requirements in relation to data which may be captured from:
    • the electronic gaming machine, and/or
    • the central monitoring system (to highlight its performance).

  • qualitative requirements for capturing player intelligence through surveys, to inform an assessment of:
    • the players’ view of game performance, and
    • potential for harm.
