Our Executive Management Team
Our Chief Executive Officer is responsible for the effective and efficient management of our organisation in line with our regulatory obligations and Commission-approved Purpose and Strategic Ambitions.
The CEO leads an Executive Management Team who together ensure our resources are aligned with, and deliver on, our organisational priorities. The Executive Management Team monitors and reports on our progress, performance and outcomes to the Commission.
Ms Suzy Neilan, Chief Executive Officer
Suzy, a highly experienced leader with nearly 20 years of senior executive expertise in both public and private sectors, is the CEO of the Victorian Gambling and Casino Control Commission (VGCCC).
Suzy brings to the role significant senior leadership experience in regulation, transformation and customer service, and a track record delivering large scale technology and legislative change programs in highly regulated settings. Her career in the Victorian Public Service has included leadership roles at the Environment Protection Authority (EPA) and the Victorian Building Authority (VBA).
Suzy is a recipient of the Institute of Public Administration Australia (IPAA) 2024 Top 50 Women Award and is committed to achieving outcomes that benefit Victorians.
An advocate for women in the public sector, who champions diversity and inclusion, Suzy commenced her role on 1 April 2025.
Mr Adam Ockwell, Executive Director, Casino
Adam has over 30 years’ professional experience in both the public and private sectors, including leadership roles in Victorian Emergency Services, statutory authorities and Westpac Banking Corporation.
With qualifications from La Trobe University, Australian Security Academy and Leadership Victoria, Adam has led regulatory reform, risk management, compliance and enforcement projects.
Prior to his appointment as our Executive Director, Casino in 2022, Adam was Executive Director, Compliance and Enforcement with the previous liquor and gambling regulator.
Ms Pallavi Guha, Interim Director, Gambling
Pallavi has recently joined the Victorian Gambling and Casino Control Commission (VGCCC) as Interim Director of the Gambling Division.
She brings extensive experience in risk-based regulatory delivery and has led complex, high-profile programs across diverse industry sectors.
Pallavi’s appointment comes at a pivotal moment as VGCCC transitions to a new operating model aimed at enhancing efficiency, responsiveness, and stakeholder engagement through a data-driven, risk-based approach.
Mr Jason Cremona, Director, Regulatory Services
Jason has more than 25 years’ experience in gambling regulation. He has managed teams responsible for gambling revenue and operational assurance, technical systems and product approvals, major licence management, and complaints management.
Jason oversaw the implementation of significant gambling reforms in Victoria and operationalised our intelligence-led approach to gambling industry oversight. He is a Certified Practising Accountant.
He was appointed Director, Regulatory Services in December 2022.
Ms Sharon Concisom, General Counsel & Executive Director, Legal, Policy and Compliance
Sharon has more than 30 years’ professional legal and regulatory experience in both the public and private sectors.
Sharon has held senior leadership roles at the Australian Securities and Investment Commission (ASIC) and the Australian Securities Exchange (ASX). Prior to this, she practised as a barrister for several years.
She was appointed General Counsel and Executive Director, Legal, Policy and Harm Minimisation in April 2023.
Mr Adam Thomas, Director & Chief Financial Officer, Finance and Business Services
Adam has 20 years’ experience in financial management, predominantly in the public sector.
Adam is a former Head of Finance and Operations for the Victorian Government Solicitor’s Office. Prior to this, he was the Principal Financial Adviser at Family Safety Victoria. In this role, he strengthened the organisation’s financial management following significant investments in family violence initiatives by the Victorian Government.
He has been our Director, Finance and Business Services since November 2023.
Mr Ian McLeod, Chief Information Officer
Ian has more than 25 years’ experience as a senior executive, leading technology teams across a diverse range of sectors. This includes the highly regulated pharmaceutical industry as well as the hospitality, retail and automotive sectors.
Ian has successfully led major digital and data transformations, focusing on operational optimisation and data enablement. He joined us as Chief Information Officer in September 2022.
Ms Nicole Hughes, Director, People and Culture
Nicole brings extensive experience in people and culture leadership. She has worked across a range of portfolios in the Victorian public sector including water, health, transport and infrastructure.
With formal qualifications in behavioural science, Nicole is a collaborative leader who is passionate about building culture and capability. She is committed to developing high-performing teams that drive outcomes and foster belonging and inclusion.
She commenced her role as Director, People and Culture in late 2023.
Ms Sharon Kalina, Director, Communications and Engagement
Sharon brings nearly 20 years of experience in communications and public affairs, both in Australia and internationally.
She has held senior roles in the UK, Victorian and New South Wales governments across portfolios including national security, resources, energy, trade and investment. At the Commonwealth level, she has led communications in complex, highly regulated environments where strategic risk management is essential.
Sharon joined the VGCCC in 2024.
