Overview of the VGCCC organisational structure.
The Victorian Gambling and Casino Control Commission (VGCCC) is organised along five divisions, each reporting to the Chief Executive Officer:
Annette Kimmitt AM is the Chief Executive Officer at the VGCCC. Prior to this, she was CEO and Managing Partner of Australia’s largest law firm, MinterEllison. Ms Kimmitt was also the Global Growth Markets Leader at multinational professional services firm EY (Ernst & Young) and has previously held several other high-profile leadership roles with EY, including Asia-Pacific Accounts Managing Partner, Melbourne Managing Partner and Managing Partner Assurance.
She was made a Member of the Order of Australia (AM) in the 2020 Queen’s Birthday Honours for her significant service to business and gender equality and inclusion.
The five division leaders all report directly to the CEO and form the Executive team. Key support roles including Strategic Adviser, Executive Coordinator, and Senior Policy Officer also report directly to the CEO and form the Office of the CEO.
The CEO, in conjunction with the Executive team, is responsible for the overall management of the VGCCC as an organisation and ensuring that the strategic priorities and business objectives are met.
Compliance takes a collaborative approach to managing risk in the gambling and liquor industries in Victoria by engaging with industry to encourage high levels of voluntary compliance underpinned by strong enforcement action where required.

Corporate Services provides the VGCCC with essential support services and promotes leading business practices through three teams: Finance, Business Services, People and Culture and Strategic Communication.

The ICT Division is working towards establishing the VGCCC as an agency with modern information technology that allows us to provide improved service and meet the technology expectations of staff and stakeholders now, and into the future.
The Legal Services Division ensures all legal risk is managed on behalf of the Commission. The division performs the company secretary role in guiding the VGCCC's internal governance and compliance, and provides the Commission secretariat and registry services to ensure consistent decision making by Commissioners and staff.
