ANZAC Day is an important day of remembrance. Hotels and clubs operating on ANZAC Day must follow special rules for Two-up and comply with changes to your gaming room’s permitted trading hours.
Two-up is a game of chance and is considered gambling under Victorian law. It is generally prohibited to offer the game of Two-up, except in limited circumstances around ANZAC Day.
RSL Sub-Branches may conduct Two-up in the seven days leading up to ANZAC Day and on the day itself.
Hotels, clubs and other non-RSL Sub-Branches may only conduct Two-up on ANZAC Day, and only with:
- endorsement from a local RSL Sub-Branch, and
- approval through RSL Victoria.
Without this approval, Two-up cannot be conducted.
If your venue operates gaming machines on ANZAC Day, special conditions may apply to your gaming room’s trading hours.
Most liquor licences do not allow the sale or supply of alcohol, and therefore the operations of poker machines, before 12 noon on ANZAC Day, unless an exemption applies.
It’s important to check your specific licence conditions, as every licence is different.
Where your licence specifically outlines conditions applicable to ANZAC Day, you must comply with these specific conditions.
For example, if your normal liquor licence hours permit trading to 3am and your licence does not specifically exclude these hours from ANZAC Day, you can continue trading to 3am on ANZAC Day. You must then cease gaming between 3am and 12 noon on ANZAC Day, if this is specified in your licence.
If your liquor licence specifically states that these standard hours exclude ANZAC Day, you must cease gaming between midnight and noon on ANZAC Day.
All other gambling and liquor licensing laws continue to apply on ANZAC Day.
